Mayor Rodrigo R. Duterte and his youngest daughter, Veronica, led the traditional switching on of the Christmas lights of the Rizal Park. The Mayor expressed his gratitude to the people of Davao City as the annual activity has become a symbol of hope and happiness to the common Davaoeño.

The Pasko Fiesta 2009, Pahalipay ni Mayor Rody Duterte, was a crowd drawer as there were presentations coming from the the Magallanes Alumni Rondalla, Matina Central Elementary School Choir and U.I.C. Girls Choir.

Next was a dance number from the group Housemates, the smooth music from the Kaliwag Theater Collective and a Tibetan inspired dance number from the Philippine Academy of Sakya which drew wows from the crowd.

Mabel At Your Service and the T.G.I.F. Project

Team Mabel with the group Dabaw Anonymous has recently culminated its "Adlaw with Nanay", and the highlight was the awards of Project: T.G.I.F. (Thank God It's Feedin' Day), with 5 pupils who were awarded "Best Gainers" coming from the different Grade levels of S.I.R. Elementary School.

The Project:T.G.I.F. focuses on activities promoting health and wellness of the pupils of S.I.R. Elementary School along with their parents, this with the energetic Davao Anonymous group composed of: Juan Gadi, Rica Villanueva, Raffy Sucaldito, Melissa Gandionio and George Peponio.The T.G.I.F. project focuses on sustaining the eating and dietary lifestyle of students as well as hygiene and basic school needs.

The event that sunny Friday morning was was packed with different activities for the pupils, parents and teachers. An exercise session with members of the BeefitGym, a slogan making contest where members of Team Mabel distributed school supplies for the pupils, a free medical check-up for parents and a deworming session for pupils with volunteer doctors: Dr. Shalon Victoriano, Dr. Karol Lesiguez and Dr. Seurinane Espanola was also conducted. After that, a hearty lunch of pancit lomi guisado with vegetables prepared by volunteer parents was shared by the participants and organizers.

The 5 winners for the monthly challenge for pupils who showed robust health improvement aptly called the "Best Gainers" won a free expenses tour to some of Davao's tourist attractions as well as a free shopping spree. The event was also supported by School Principal, Mr. Ronaldo Seras and School Nutrition Head Officer, Mrs. Leonila Laroza.

30 AMPC members, the newest M.A.Y.S. free Livelihood Training & Seminar Graduates

Some 30 members of the Agdao Multi-Purpose Cooperative, Inc. has completed all the courses offered by the Mabel At Your Service Livelihood Training last Thursday, November 26, 2009 at the M.A.Y.S. Livelihood Training Center.

The graduates, composed of AMPC members who availed the M.A.Y.S. free training seminars were all satisfied with their newly acquired skills on: Cooking, Handicrafts, Baking, Food processing, Accessories and Jewelry making, Bread and Pastries making, Home Decorations & Souvenir items, Candle making, Soap making, Flower Arrangement & Gift Wrapping, etc.

The commencement excercises was lead by Team Mabel with Donna, Kuya Ariel, Ate Eden and special guests.
After the awarding of certificates, the attendees were treated to a sampling of the graduate's favorite recipes and the salu-salo that afternoon was indeed a feast! Congratulations to the new Graduates!

UN-CRC 20th Anniversary Parade for Childrens Rights

Despite the rainy weather that afternoon, the Council for the Welfare of Children, The Mindanao Coalition for Children’s Rights, Bantay Bata 163, Team Mabel and other child-focused organizations, pushed through with the Children’s Foot Parade at the People’s Park last Friday.

The event was spearheaded by the Davao City Council for the Welfare of Children in celebration of 20th anniversary of the United Nations Convention on the rights of the child with this year’s theme: “CRC 20 na: Ano na?”

After the symbolic foot parade around the People’s Park, highlighting the occasion was the “Hudyaka sa Kabataan “program where different organizations had their presentations.

The event was in commemoration of the birth of the legally binding international instrument in teaching people to value children’s rights and a reminder to place children at the heart of human development.

The Mabel At Your Service Livelihood Skills Training Center participated the First Mindanao Micro & Small Entrepreneurs Summit and Trade Caravan at the NCCC Mall Activity area.

Showcased on the Trade Fair were products and services from individuals and small organizations coming from different places in Mindanao. Booths were filled with food products, handicrafts, health care & beauty products, herbal & ornamental plants as well as business capital and technical support organizations.

People flocked the booths as business seminars from participating groups and training videos was presented throughout the Fair as well as the Livelihood Workshop from the M.A.Y.S team with Councilor Mabel showing her skills in the culinary arts. Presented for that activity was Ice Cream making, Chicken Ham making and Liquid Detergent making.

Alternative Medicine

With the soaring prices of medicine, people have turned to alternative medicine not only as an option to save money, but also the trendy and natural approach in therapy.

“Dok Alternatibo” Edgar Delibo, members of Philippine Society of Traditional & Alternative Medicine and members of the Davao Inventors Association were the guests of Mabel At Your Service.

Dr. Delibo said that with herbal medicine, we do not only treat illnesses, we can also prevent it simply with the plants commonly found in our backyards and immediate surroundings. He stressed that with the use of herbs, it does costs only a fraction in comparison to synthetic medicine. He cited a few common plants such as sweet potatoes, siling labuyo, guava leaves can be an effective cure of illnesses such as hypertension, ulcers, psoriasis among others.

Mr. Virgilio Sangutan of the PSTAMI and DIA said that the use of herbal medicines is being widely practiced and promoted even by rich and developed countries not only in Asia but in other parts of the world. Although the Philippines not far behind in harnessing its use, we do have the capacity in natural resources to be able to meet the needs of the people.

Mr. Manolo Tamparong also from PSTAMI and DIA added that the promotion of Alternative Medicine is not only a better choice but also a natural approach in treating a wide number of illnesses, not only that it is fast gaining popularity, the herbal option is increasingly being approved.

Ms. Romelyn Latonio of INTREX Philippines said that their herbal products symposium has increased not only in the local scene but also promoted and patronized abroad.

Mr. Edgar Banzon of HIDAK Exclusives added that Alternative Medicine before is looked upon as “old”, but with the current developments and effectiveness, the use of herbal medicine is getting better for the good of the common man.

In celebration of World Diabetes Day last November 14, 2009, Endocrinologist Dr. Jeff Francis Ho, was the invited guest at Mabel At Your Service.

Dr. Ho said that the risk of diabetes is high without proper health consciousness and lifestyle. The risk factors include: unhealthy eating habits, obesity, lack of exercise, high blood pressure and cholesterol, increased age, family history of diabetes and gestational diabetes.

There are two types of diabetes, diabetes 1 which is also known as juvenile diabetes is due to non-production of insulin of the pancreas. Diabetes 2 usually occurs gradually. Most people with this type of diabetes are usually overweight or elderly.Family history of diabetes and a sedentary lifestyles are also factors which heightens the risk of this disease.

However, Dr. Ho stressed that the risk of diabetes can be avoided or controlled through proper diet, exercise and medical check-up.

He added that in observance of the World Diabetes Day, he and a number of colleagues will be conducting a free diabetes screening at the People's Park on November 14, 2009.

6th Acosta Cup on November 2009

The 6th edition of the annual Acosta Cup ladies football tournament is scheduled to kick-off this November 22, 2009 at the Tionko Football grounds.

The tournament is in cooperation with the Davao Football Association which has been organizing the Acosta Cup since 2004. This year, the tournament will have two phases. For the first phase, DFA has set the categories exclusively for 10-under, elementary, and high school girls through a 5 a-side and 7 a-side game formats.

For school-based teams, interested parties must submit a photocopy of birth certificate of each team member as well as a certification from their respective school principal. Registration is free and deadline is set on November 18, 2009.

The second phase of Acosta Cup will involve the ladies open category with an 11 a-side format. Said tournament will commence on January 16, 2010.

Davao City artist Roger Paconla in partnership with the City Social Services and Development Office and Hon.Mabel Sunga Acosta will conduct a series of Basic Art Workshop seminars at various child welfare facilities this coming November 2009.

The activity dubbed as Seminar Art Workshop intended for streetchildren, aims to promote art appreciation among the young participants and develop their artistic skills using various disciplines such as sketching and painting.

URGING THE DEPARTMENT OF EDUCATION AND THE DAVAO CITY SCHOOL BOARD TO MAKE CONCRETE POLICY MEASURES THAT WOULD ENCOURAGE L.E.T. TOPNOTCHERS TO TEACH IN THE PUBLIC SCHOOLS BY FACILITATING AND FASTTRACKING THE MEANS BY WHICH THEY COULD BE IN THE ROSTER AS A PUBLIC SCHOOL TEACHER

Thank you Mr. Majority Floor Leader.

Madam President, colleagues in the City Council, friends in the media, ladies and gentlemen, good morning.

In these times of crises such as an imminent rice shortage, the increasing price of fuel, and other news of ill foreboding, Davao City gets a whiff of fresh air courtesy of high performing Teacher Training Institutions such as the University of Mindanao, the Holy Cross of Davao College, and the high achieving Ateneo de Davao University, and their recent topnotchers.

The feel-good news is that in the Licensure Examination for Teachers (LET) conducted on April 6, 2008 and released almost a month later on April 30, 2008, Teacher Training Institutions in Davao City produced the following topnotchers nation-wide in the Elementary Level:

1. Benjelita Laguidong Babao of the University of Mindanao – placed Second at the national level, with a rating of 90.20%;
2. Nithel Fe Taguibolosan Cornelio of the Holy Cross of Davao College – placed Number 10, together with,
3. Genelyn Ibanez Rosendo also of the University of Mindanao, both with a rating of 87.20%.

In the Secondary (High School) Level:

4. Edwin Oscar Ulgasan Gutierrez, Jr. of the Ateneo de Davao University – placed 8th with a rating of 88.00%.

These four (4) LET passers have shown that the education institutions in these parts of the country are at par, if not more outstanding than some of the more prestigious education institutions in the country.

From the blogs of teacher-examinees, they attest that the questions were challenging and difficult. As a matter of fact, for the August 2007 LET results, out of 57,723 examinees in the Secondary level, only 16, 811 or 29.12% passed; and in the Elementary level, out of 66,709 teacher examinees, only 18, 376 or 27.55% passed. From last years’ data, it is not farfetched that the 2008 LET results would not be far behind as to the low percentage of passing. This means that to top the examination or to be within the top ten, is indeed an achievement for which all Dabawenyos should be proud.

According to DepEd Secretary Jesli Lapus, the next Licensure Examination for Teachers is slated to be conducted on September 28, 2008 or in about three months. It is hoped that we will have more in the top ten.

This representation thought all along that LET topnotchers automatically are given first priority in teacher positions in the public schools. However, I was apprised that even topnotchers still have to undergo the usual application procedure. I hope that the policymakers in the head office of DepEd reconsider this and make measures that would entice and encourage Teacher’s Board topnotchers to teach in the public schools where their talent and dedication are directly and urgently needed. I do not see why they still have to go through the usual routine when they have proven their mettle as topnotchers. It would serve the DepEd well as well as the Davao City School Board, and the constituency, that these bright young teachers find it easy to get into the roster of public school teachers, rather than be employed in private institutions, or join the brain drain and think of teaching in other countries.

In the appointment of teachers, those that top the licensure exams ought to be given priority through an “express lane” so to speak, to ensure that DepEd, and ergo, our public schoolteachers, get the best. This policy measure shall also serve as incentive to would-be teachers. This may be a small measure, but it proves to be a big step further on with the long term impact on the performance of the students due to bright and dedicated mentors like these topnotchers.

Likewise, we should not also forget to give our teachers continuing education to upgrade their skills. The Mentoring the Mentors program ought to be supported not only by the government but also by the private sector in the same way that they support the Adopt-A-School Program. This representation shall continue to advocate strategies and projects that will benefit the teachers so that they in turn will be able to teach our children better. Continued teacher training is necessary to keep up with global teaching trends. After all, a teacher cannot give what she doesn’t have, particularly in teaching strategies.

Again, I commend our four Dabawenyo topnotchers and their respective institutions. We are proud of you. Congratulations and mabuhay.

Para sa taong 2009, ang tema ng pagdiriwang ay "Wikang Filipino: Mula Baler Hanggang Buong Bansa" bilang pakikiisa sa Taon ng Baler na ipinahayag sa bisa ng Proklamasyon Blg. 1696.

Literacy is a cause for celebration since there are now close to four billion literate people in the world. However, literacy for all – children, youth and adults - is still an unaccomplished goal and an ever moving target.
Lessons learnt over recent decades show that meeting the goal of universal literacy calls not only for more effective efforts but also for renewed political will and for doing things differently at all levels - locally, nationally and internationally.
September 8 is International Literacy Day (ILD) and this year, UNESCO is placing special focus on the important relationship between literacy and health. This is the theme for the 2007-2008 biennium of the United Nations Literacy Decade (2005-2010).
UNESCO and its partners are underlining the significance of literacy for healthy societies, with a strong emphasis on epidemics and communicable diseases such as HIV, tuberculosis and malaria. These are some of the world’s most important public health concerns. This year’s slogan is “Literacy is the best remedy”.
It is in this context that the Office of Councilor Mabel Sunga Acosta and the Mindanao Times will be holding the first On-the-Spot Essay Writing Contest at the City Library, Sangguniang Panlungsod Building at 10:00 in the morning on Monday, September 8, 2008.
The contest will be open to all College and High School students from both public and private schools from Davao City. The competition aims to provide students with the venue to pit their skills with students from other schools.

Lawmakers from QC and Mindanao lead New Faces of Good Governance

Close to their first anniversary celebration this July, the Kaya Natin! Movement welcomed four firsts in their group Thursday afternoon. The second “Launching of New Faces of Good Governance and Ethical Leadership” brought together six of the current Kaya Natin leaders to welcome the group’s first legislators to the movement. Kaya Natin is a national movement that was initially convened by the Ateneo School of Government (ASOG).

Councilors Bolet Banal of Quezon City and Mabel Sunga Acosta of Davao City, Congressman TG Guingona of Bukidnon, and former congressman Neric Acosta, also from Bukidnon, were inaugurated last Thursday as Kaya Natin’s newest “Champions of Good Governance,” government leaders who espouse effective, ethical, empowering leadership.

The launch marked the first time that the movement espousing good governance has selected legislators to be Champions. Before yesterday, Kaya Natin had twelve Champions, all local chief executives from provinces in Luzon and Visayas.

Besides being the first lawmakers, the four newest leaders also have the distinction of being the first representatives from their region. Banal is the first Champion from Metro Manila, while Acosta, Guingona, and Sunga Acosta all hail from Mindanao.

“It is definitely good that we have these inspiring leaders from Metro Manila and Mindanao be a part of Kaya Natin. We hope that they will serve as an inspiration to many Filipinos that there is indeed much to hope for in our country despite all the negative news about our present administration that people hear about.” Harvey Keh of the ASOG and lead convenor of the group, said of the four.

Kaya Natin Co-Founder and Pampanga Governor Ed Panlilio agrees. “This just goes to show that there are indeed many good people in our government, whether in the executive or legislative branch,” he commented.

The four new Kaya Natin Champions were introduced one by one by the current Champions, former mayors Baby Congco of Cabiao, Nueva Ecija and Mary Jane Ortega of San Fernando, La Union; Mayor Florante Gerdan of Santa Fe, Nueva Vizcaya, and co-founder Mayor Jesse Robredo of Naga City. Sunga Acosta, Banal, Guingona, and Acosta were each given a Kaya Natin shirt and baller ID band to welcome them to the group.

“I’ve been a fan of Kaya Natin for a long time,” Banal said in his response. “These people are my idols, and I feel so blessed to be a part of their group now.”

The three other Champions echoed the same sentiment, adding their hopes that the group’s advocacy will continue to grow in all areas of government, including more legislators and more champions from all over the Philippines. After their formal induction, the new champions all signed the KN Covenant of Good Governance pledging to promote transparency, social accountability and effective delivery of basic services to their respective constituents.

With the inauguration of the four lawmakers, Kaya Natin’s Champions of Good Governance now number sixteen, and the movement shows no sign of stopping their search for outstanding, inspiring Filipino leaders. Sonia Lorenzo, also one of the co-founders of the movement and mayor of San Isidro, Nueva Ecija, said in her closing statement, “We hope that we continue to build a critical mass of effective, ethical, and empowering leaders who will govern the country in the best way possible.”

Seen in the photo are Davao City Mayor Rodrigo Duterte and International Institute of Rural Reconstruction President Juan Miguel Luz, signing the Memorandum of Agreement made and entered into by and between the Local Government Unit of Davao City and the International Institute of Rural Reconstruction (IIRR) for the implementation of the Bio-Intensive Gardening project. Behind them are City Councilor Mabel Sunga Acosta, Chairperson of the Committee on Education of the Davao City Council, and Dr. Helen D. Paguican, Schools Division Superintendent of Davao City, who stood as witnesses to the signing of the said Memorandum of Agreement.
The project will introduce productive bio-intensive gardens to fifty (50) public elementary schools in the School Division of Davao City with Ma-a Elementary School identified as the demo-site by the Local School Board during its recently held strategic planning workshop.
The goal of the project is to utilize school feeding as a strategy for improving school attendance by addressing the poor/under-nutrition and related health problems of children in the primary grades (Grades 1-3) in the public elementary schools in Davao City.
This joint endeavor of the City Government, with the City providing the necessary budget for the implementation of the project, and the International Institute of Rural Reconstruction (IIRR), with IIRR providing the trainor who will train the 50 school representatives, demonstrates the commitment of the Local Government in improving the educational conditions of our students.

SCHOOL OPENING FOR SY 2009-10

School Year 2009-2010 officially opened in public schools nationwide yesterday, the first of June.

Councilor Acosta, as chair of the Committe on Education and a member of the Local School Board, on June 1 visited two (2) schools around the city and assessed for herself the conditions of these schools in catering the educational needs of the local youth.
